 The materials and  tools needed to produce natto were commonly avaiable in japan since ancient times,so the discovery could have happened as early as jomon period .It is also possible that  the product was discovered independently by  numerous people at different times.  The natto is tipically in japan.

Anyway,I surf in my hometown. I live near the sea. So it's easy to go to the sea!! So I can go surfing!!! It takes 15 minutes to go there by bike.
